Don't go overboard, but give it lots of sharp bits, surgical implements and stuff. And make it a little steampunk too. Make it biggish looking but human in a very surreal way.

Also a big part of fear is the noises they make. So if you are including noises, make them good.
Pepper pots would never be scary and wouldn't have survived if they hadn't gone "EXTERMINATE".

Base them on shit that is already scary, like spiders or commitment.
Can you draw a robot shaped like commitment?

Keep it as expressionless as possible. No mouths or any face other than eyes. Think Necron or Cylon Centurion.

Still should have a defined human-like head if this is the route he takes.

Though I think the scariest robot would be a swarm of tiny spiders with industrial strength cutting lasers.

Human-like- yes, but not too closely.

How about, not one, but a million, really tiny robots, we're talking nanobots here, you can't see them except when theyre swarming, you just see a large cloud flying towards you, and before you know it, everything but your skeleton is gone. If not, skinless T-800 Terminator is pretty awesome.

okay heres a more refined shilouette of the female robot



Its basically turning into a modular robot. Necessary weaponry such as assault rifle and flamethrowers are attached according to mission. The elongated but protective battery pack gives 73 hours of power. More than enough time to hunt down and eliminate heretics.
The disc above the head serves as both a GPS and a highly sensitive array of sensors.
Spines on back lock into a docking station back at HQ which can allow the bot to recharge its battery
