If one moderates intake, is responsible with their adult life (bills paid and what not), and their social relationships aren't damaged due to personality changes from drug use, then no I've no problem with it. When someone dips into hardcore addict behavior that becomes toxic for all those around them who care about the person, and the person seems to be slowly self-destructing then it is a problem and I would hope the person would wake up and realize the harm they're doing to the folks around them.
I'm not condoning use, and am steadfast against abuse of any sort but I don't judge people for their habits unless the habits cause real harm to those around them.
