Well as others have stated a Dwarf is just short with a differently proportioned body, so given the typical anime aesthetic it's going to look like a loli, maybe with bigger plot. Maybe.

And I think that is the worst tragedy of it all. To know that the artistic direction of ALL japanese female female character designs are forever doomed to remain boring, stagnant, and dead because otaku and other anime fans can't pop a boner because "she looks too weird", "orcs aren't meant to have women, they'd be too uuuuuuugly, so they HAVE TO be paired with human/elven women", or my favorite chestnut "why do you have to hurt the artist's creative vision with your opinions, it's just fantasy meh meh meh".
So it's fine that *I* HAVE TO watch/read multiple fantasies of orcs raping women -because- male power fantasy or whatever, and all dwarven females HAVE TO be lolis or damn near toddlers because short women (little people, midgets, what have you) "don't look right" or because SOME ooooooooooold-ass Tolkien depiction of them say that they have beards, despite, y'know, you could just eliminate that last fact at any point and time in works of fiction.

There's not many dwarves and orcs in anime period. If there were I'd assume there'd be hot versions of them also.
I remember seeing quite a few Dwarves in anime, but of course they were all loli/pettanko characters who, of course, look 7 or 14 years old but are "actually" in there twenties or HUNDREDS. Male dwarves are actually the rarity in anime, but they're pretty much just big, muscular, hairy men just with short legs, and their personalities were almost always the same: loud, boisterous, proud, MANLY kind of to the point vague homo-eroticism, constantly drunk or drinking.

I could count on my hands (probably not even use my second one) to see how many characters look wildly this different and still be intentionally hot af. Although, I can't say I'm particularly familiar with this character, I'm willing to bet she's not a main one or her design is temporary because they can't have women/girls look too intimidating, that might scare off the the male fanbase that comes here to see cute little girls being cute and not mature intimidatingly muscular women.
P.S: That whole Komoe-sensei character was BULL. SHIT. I mean, take away the loli wrapper for a second, were told that despite looking ten she smokes, drinks, has an ACTIVE ADULT LIFE, and we see none of it. She still always acts like a fucking child in almost everything she's in, unless she's admonishing Touma or something, and just being the "adult" loli character. WHAT THE FUCK IS EVEN THE POINT WITH THIS TROPE!?

Yeeaaaah, those aren't dwarves -- Dwarves are stocky. I'm hesitant to even call the female dwarves in Dragon Age: Inquisition 'dwarves', since they look more like pudgy children.
Green orc girls and blue alien chicks seems more like a western thing. Though I'd love to see that and some actually stout dwarf women in anime. Might maybe see them in something like Konosuba or Rage of Bahamut: Genesis? One can dream.

I think, barring Varric, all the dwarves looked like pudgy children. I don't maybe it's his mesmerizing chest hair, but to me Varric looked the most "dwarven"; Scout Harding, Dagna, and Valta were pretty convincing... and totally hot, but I think that was because they were the only interactive dwarven female characters in that game barring the inquisitor.

I'd highly doubt they'd do it even in Konsuba itself, because it's still an anime no matter how "realistic" the can TRY to be, and Rage, no I just don't see that happening.
I kinda think the fantasy/RPG parody genre just needs to drink some deep hills moonshine and retard themselves to sleep for awhile. Because they're not gonna do it right or be unique or even interesting with it (I don't care what fans of Konsuba or gate say). I'd like a more focused take on Sci-fi space settings like Outlaw star/Angel Links, Spaceship Yamato, or even more recently Space Dandy. Have them take some cues from western shows in that regard showing exploration and things like that and hopefully not being about some dick bag banging "alien" human women and waxing poetic, More Star Trek with Picard and Janeway and not Kirk.
Okay so we've established that in anime dwarves are just cute little girls, literally just shrunken adults in Photoshop rather than bodies stunted by dwarfism.
But what do hot anime orks look like? Cause any orks I know of in anime are great big lumbering beasts and most of them are in...bad roles.

I remember looking at a manga blog a few years back where a female orc was depicted... as a black woman. Not some tanned gyaru girl or even a particularly racist caricature or any thing, just a black woman, with dread-locks and a mannish face and *think* some underfangs, but yeah just a kind of an ugly black woman. I remember getting PISSED that day, not because I thought it was racist, it probably was and explained a lllllllllllooooooooot of things about racial sexuality for them, but because it was so lazy and uninteresting especially because I think she was a one-off background character or something.
To my spotty knowledge, in popular monster fiction, this:
is supposed to be the female equivalent of this:
from the same series' universe
and this:
is probably the most basic design concept you can hope for for pigman-type female orcs.
I'm never opposed to more hot chicks, you can't have too many.
But to be fair, we need to include just a few more hot guys for the ladies too (though I do feel that the number of hot guys already in many forms of media in neglected).
RE:Monster is about the closest I can think of that comes close to cute orc females, except they're goblin/hobgoblin variants while orcs are still pig-men. Which is pretty much just green girls with pointy ears and slight tusks.
If I'm remembering correctly, Japanese media's idea of orcs draws heavily from Dragonquest.
It's gonna be the same bland shit- cute moe girl with DD tits with only a single feature 'cutified' to even remotely tell people that they are of their respective race.
Hot Orc woman will simply be moes with adorable tusks.
Dwarves will simply be shorter and a bit more stocky. that's fucking it.
When it comes to designing fantasy women and monsters, anime is the most artistically bankrupt in this whole thing. And when a Japanese company DOES actually design outside the norm they get shat on by people who just want all the woman to be fap material 24/7.
