1) Because in the original manga/anime, the creator, Akira Toriyama (and the censors) didn't want Vegeta running around butt-naked, beating people up, after he returned to his normal form. The anime handwaves it in the second season when Vegeta mentions that the armor can expand to 100 times it's size. I can't say I disagree with that decision.
2) A Wizard Did It [http://tvtropes.org/pmwiki/pmwiki.php/Main/AWizardDidIt]? Supposedly they can grow back, but after it gets cut off by Vegeta, you never see it again. You never see Vegeta's tail again, either. Come to think of it, you never see a tail again after that point in the series. Even when Goten and Trunks are introduced to the main cast. Oh well. Shounen Anime and Rational thought should not mix, anyway. And the Abridged Series of a Shounen Anime, and Rational thought should be kept FAR FAR away from each other. ;D
