Portal 2 had the exact same thing - ep3 either stands for something else in that regard, or they're just seeing how much of their load people will blow all over the place with the mere hint of it.

At this point, I think Valve just does this because they find it hilarious.

In Japanese which is based around completely obvious syllables of pretty much fixed length and format having a set number of syllables makes sense, but English syllables have different lengths and types and thus don't produce the same flow when written into a 17 syllable poem.

While the console version is hardly played compared to the PC version, there is also the fact that since all the updates, TF2 has DOUBLED in size. It's probably more a memory limitation more than anything.
