You mean the company that developed the GUI system? I'm not sure that really counts as ripping off, considering GUI is an interface, not an OS: merely a cog in the machine. It was a concept used in Mac, a concept that I don't think anyone actually credits Mac for the development.
What PARC did with their first computer with a GUI was way beyond anything in their time, Xerox just didn't want to fund their project. The entire concept behind the original Macintosh was completely based on what they did in PARC, because PARC showed it to Job's entire team.
Yes, because Apple negotiated with them to do so. Sure, the Mac was influenced by PARC, but it didn't really steal the idea. Most Windows users I know have no idea that Mac OSX has been using many concepts from Windows 7 since its conception almost a decade ago, because Windows is pretty much claiming innovation by adding said features. That's stealing an idea. To my knowledge, however, Mac is not at all credited with the creation of the GUI interface, it simply uses it. Besides, computers using GUI is like various companies using Blu-Ray: it would be stupid not to use something that is so obviously the future of the product.

I'd upgrade if I could afford too... rent kinda chews through money a bit. I'll stick with vista, it seems to be going along alright at the moment.

Because they figured they could get some money off it, since Apple had, around that time, sued Microsoft for similar reasons. The lawsuit didn't even go through at all because the statute of limitations had passed: Xerox got some of Apple's stocks so they could take a look at the GUI system, and Xerox fully understood that Apple would use that information to make a product. It was just them being greedy when they realized they could make money off it. Check it out.
