General advice would be:

Sneak, head shot the super mutants that extra crit damage pays off big time.

At your level the only things I'd recommend avoiding like the plague (unless you've geared up for them) are the Yao Guai, and at least half of the games robot enemies.

Do you have any of the add-ons?

Its an Assault Rifle. The only problem with it is that it eats ammo, especially against the overhealthed Super Mutants of the "regular" game. The Chinese Assault Rifle is, in my opinion, the best of the non-unique small guns in Fallout 3 that is relatively easy to find.

All of them. GOTY Edition FTW(Saved me a good $50). Plus, it was on sale for $40.

That's certainly true.

And I wouldn't regret putting points into small arms. Right now if you're trying to specialize in rifles it will be a drawback, but it's not a terrible thing to have points in. I'd also suggest putting some points into Repair at this point.

As is going to be the answer with most of the weapon and armor listings on the thread, how early on in the game do you get it?

Its a side-quest reward from one of the more intense quests in the game. At least its intense when you do it post-level 20. Its a good quest, but I would not touch it unless you have alot of stimpacks and ammo. If you can't handle the Museum of Technology, you will get your head blown off in Vernon Square.

I haven't played FO3 in a while, but from I can remember, doing the quests around Megaton such as disarming the bomb and helping Moira will give you some XP, as well as taking Lucy's quest to go up to Arefu and do the quest line there. You can also head down to Tenpenny Tower and do the quest to kill the ghouls, as with a CHA of 3, your Speech probably isn't very high and thus can't go with the negotiating option. I'd also go up to Big Town and do the quest there, although you'll have to deal with numerous Super Mutants, so you might want to hold off on that for a bit.

Also, just explore in general. Raiders pop up everywhere and provide XP as well as a good source of money. There are various bobbleheads and skill books that can help you which can be found everywhere.

EDIT: As for gear, the Hunting Rifle is fine, but I'd go with a fully repaired Leather Armor for early game. (This is where Repair comes in handy)

AVOID THE GRAYDITCH. AVOID IT LIKE THE PLAGUE.

Fire Ants are totally BS, skip the quest, head straight to Rivet City, southeast corner of the map, if you're feeling daring.

It's a long trek.

You can find enough Chinese Assault Rifles at "Mama Dolce's" in Arlington (A sector of Downtown DC west of the Potomac) to fill a swimming pool. They also become quite common as you progress through the game since it becomes a weapon of choice for high level Super Mutants and other enemies.

Here's your problem. You're wearing the Vault 101 suit, albeit armored. That stuff is.. Well, bad. You'd likely have better luck with leather armor, or the one just above that. Forget the name. Also, the hunting rifle doesn't help. You'd be better off with some sort of machine gun. I know you can get an assault rifle, if not a chinese assault rifle at that level.

also; the alien blaster will destroy them

I think it's around 23-27 Explosives. Just pop some Mentats and you'll be able to disarm it just fine. Wearing clothes like the Science Lab and Glasses that increase your INT would also help.

Don't forget Radscorpions, Jesus I was horrified when I first saw one, and it was FASTER THAN ME. AND THEN THEY GET BIGGER. AND MORE ALBINO.

And who could forget the first Deathclaw encounter. Stay away from Deathclaw Sanctuary, Grayditch, Old Olney, Yao Guai Caves, Murder Pass, and a couple other areas, and you'll do fine.

*Checks wiki page on Fallout 3 fire ants* They breath FIRE!? What the hell! As if being giant radioactive insects with pincers larger than your arm wasn't bad enough.
