Personally, I think Latios is the best. Out of the Original 151, Mewtwo.

All of them up to Gold/Silver(basically lost interest when they stopped the water color art style for the Pokemon). Although, I do love Salamence and Gardevoir.

There are moves that Pokemon can only learn through breeding. For example, Ninetails doesn't normally learn "Hypnosis" through leveling up or TMs, but if you breed a female Ninetales with a Pokemon that knows hypnosis, the offspring will be born with the knowledge of the move. Such moves are known as 'egg moves'

This doesn't work with all moves. Just a select few that varies widely from Pokemon to Pokemon.
