I'm going to leave the VERY broad generalization about Miles O'Brien alone and just point out that I don't believe Julian Bashir is South African. I'm pretty sure he's supposed to be of South Asian descent (India, Pakistan, Kashmir, one of the countries in that region), especially with the episode with his parents.
