A thief on the sea is called a pirate. They may be different from your drinking and sex old style pirate, but they're pirates alright. Since this movie was somekind of merchandise, the pirates want get their dirty (in these situations: sweaty) little hands on the gold.
Now the creators and the law are...the law. They want their stuff back so they can sell it properly.
