It's laziness. They wanted to make a movie that would make money, one with a built-in fanbase, with established narrative and characters, so they wouldn't have to put much thought into it (and could prbably focus more on Milla being nude and special effects). Then, for whatever reason, maybe even as simple as pride, decide they are going to go in a different direction with the story... but keep people like Wesker around for some fanservice, even if it isn't the same plot.
I really hate this whole market for remakes/reboots. These movies should have just been their own thing, instead of milking RE for their lack of creativity. All I think we ever wanted out of the first movie, at least from the people I talked to, was a mansion, Barry, Wesker, Chris and Jill, and some fuckin' zombies, and a badass tyrant. Was that really so much to ask?
Now we get a clone army of genetically enhanced psychic female killing machines with super strength, telekenesis, and regenerative healing ala Wolverine, that was never in a single one of the games the movie was based on. Brilliant.
