I strongly disagree with this statement since I'm a veteran of playing D&D mages from 1-epic. Low levels take some working, yes, but they're hardly worthless. Jedi and sith also seem to have some strong differences, with the Sith being able to use more offensive force abilities and the Jedi being more apt to use buffs and healing abilities.
Sorry useless was the wrong word. The point is a fighter starts with 12 hp (with no Con bonus) where a wizard has 4hp. A fighter can use a variety of weapons where a wizard has 2. A staff for 1D6 and a dagger for 1D4. And lvl 1 spells even you gotta admit aren't all that great. Sure mage armor is a must but you are just eating up space needed for an offensive spell like Magic Missile.
Charm Person, Color Spray, Sleep, etc. - Or in my opinion you are doing it wrong. First 2 spell levels for a wizard, your best spells are your crowd controls. Taking out X* HD, depending on the version, with a sleep is far better then 1d4+1 damage. Grab Magic Missile later once it launches a few more and save damage dealing for the other classes until you start getting into the 3rd level nukes.
Back to The Old Republic though, well first Bioware is not presenting 4,5 and 6 movie era Star Wars. There are plenty of Jedi and plenty of Sith around during this time, so no reason to cap the population there. It also looks like they are keeping all the classes balanced, so a level 10 Jedi or Sith is just as strong as a level 10 Trooper or Bounty Hunter. Even in canon Force Powers were never God mode, for the most part. Just think of it in the terms that mostly you saw high level Jedi cutting down low level opponents, someone of a higher level is still going to be equal or give them a hard time.
