I was busy this year, and I didn't buy anything off of Steam. I have no idea where any of this stuff came from. The 25% off didn't show up until AFTER I bought Skyrim today.

Ok, let me explain this a bit more clearly. From December 19th - January 1st there was a Steam Holiday Sale. Each day there were 5-6 achievements from random Steam games. For each completed achievement there was a chance to win a piece of coal, a cupon or a free game. Every 7 coals you collected could be exchanged for a gift which could contain a cupon or a free game. Cupons are valid until March 2nd 2012, so that's why many people still have them in their inventory and are willing to give them away.
So you're not missing anything. If you're like me missing this sale probably saved you some money . So don't feel bad, just enjoy Skyrim
