VV from the same game is a close second, but I always got this slightly unsettling vibe from her. Like she's much more intelligent than she appears and very deliberatly and consiously manipulates you, as opposed to the short term "I'm just a poor little girl, won't you help me out you big, strong man?" type of manipulation. I can't quite put my finger on it, but I never once trusted her (also she can't count; it's actually 17 steps to her private room).
