Monolith has a solid root in the comics to pull this move, as Detective Comics #867 to #870 ran a story where a disfigured victim of the Joker incited two gangs of gothamites in to war against each other, one being the Jokers (usual gangers or other criminals mostly, lead by someone who looked like the Joker)and the other was crewed by regular folks who had enough and joined a figure Batman tagged as the Impostor Batman, who advocated lethal force.
There is more to the story than this, but i suggest you go read the comics yourselves.
