No, but people pay for exclusivity. Sony pays to have things on the PS3/4, and MS pays to have things on 360/Xbone. Who pays to have things exclusive on the PC? Besides, PC is a fundamentally different platform. With the Xbone and PS4 also being x86 systems, it'll be easier to port shit, but right now, it's still a lot of work to port a game one way or the other. I'm sure it's not that hard to make it run on a PC, but it is to make it run well. So it's not surprising that devs that are primarily console devs focuses on finishing the console version first and release a PC version later. I didn't say they did, because I have no idea. I was speaking in a general sense. The reason I believe GTA V to be delayed for PC is the additional development required, as I mentioned in the latter part of my post. Very unlikely, as this is not new behavior for Rockstar. At this point I've kinda stopped caring. They'll most likely release the game on PC sooner or later, but I dislike the treatment we're getting. I like mouse controls when I shoot, I don't want to be punished for that. I'll get it at a Steam sale because I'm not paying full price for a game that will likely be at least 6 months old by the time it gets released.

Valve's attitude? They've pretty much said that Half Life 3 is in development and we'll hear more when there's more to say. Valve is one of the very few game devs who actually bother to play-test their games thoroughly rather than leaving everything down to the much despised focus testing. Because of these tests major game elements can be changed and/or removed during Valve's development cycle.
