They stopped doing episodic content. Therefore, Half-Life 2 is finished.
They are currently working on Half-Life 3 and the new Source Engine.
All this has been known for years, yet people still can't figure it out. It is even more sad when people think there will be an Episode 3 when it was announced years ago that they weren't making one.

It may have been announced years ago that there was no Half Life Episode 3, but only years before that it was announced that further episodes were on the way. Nobody on the outside has any idea what's going on anymore, I don't think we can be sure the next Half Life will have a 3 in it, or take place in the main canon, or will exist at all.
The fact that this game was seemingly set in Ravenholm seems to indicate it taking place during or before Half Life 2 and episode 1, since at the end of Episode 1 all of City 17 is destroyed.
Episode 3 was SUPPOSED to end Gordan Freeman's story. With Episode 4, they were going a completely different direction and even hired an outside studio to make. Plans had obviously changed when they stopped doing the episodes and cancelled both projects. Episode 4 doesn't mean anything in the overall plot, nor does Ravenholm or City 17. At the end of Episode 2, Gordon Freeman heads out to the Aperature Science ship. It is obvious this is where the game would start off.
So why do you think Valve would make a sequel to Half-Life 2 with 0 bearing on any of the events currently taking place? Do you think they would be that stupid to drop all those plot threads and create something else entirely?
By waiting 5 years they've already abandoned those threads, if not the whole series. Fans may have been sitting at the edge of their seat following Episode 2, but that was half a decade ago, now they've sat down, leaned back, and have begun drifting to sleep. Interest in the series is waning and it's forward momentum has come to a dead halt.
Suddenly jumping right back into the middle of an active and plot, when it's been years since most people last played the games, would be the wrong thing to do. They need to reintroduce the series somehow with some sort of fresh start, which would also give them a chance to introduce updates to the games so that they're actually on par with where the genre is today.
And going back to do a prequel game, or simply a game with a different setting and characters, doesn't mean they've written off the current story arc. At least not anymore than they already have by doing absolutely nothing at all. The Halo series didn't have any trouble returning to the main story after several spinoff games.
Honestly though, it's foolish to presume anything at this point. We have no idea what's been going on this whole time.

I've heard rumors about stuff like this too, but you make it sound like this has all been officially announced.
