Fallout 3. Enemies can take a ton of abuse.
COD 4 Veteran and some missions from Blops. Damn Infinite spawners.

Pffft, I enjoy AOE2 the most, and I must say, it is bullshit. No matter what I do, every enemy bands together and tries to kill me before the second age. I still one of course, even on the highest difficulty with max AI's, but it gets damn hard. Please tell me they don't just hate me.

IWBTG on its hardest difficulty. No saves. On hit at any point and you start over from the beginning.

Hard Mode for Shin Megami Tensei: Persona 4. All enemies do 1.5x to 2x damage (compared to normal mode,) and have increased chance for critical. No thanks, already.

I've never had troubles with FPS games on harder difficulties. There are always those parts where you have to restart about fifty times to get by them, but I wouldn't consider those 'hard' as much as I call them challenging; you have to use the right tactics and strategy at the right times and be good at the game besides, and you don't die because the enemy is any smarter, you die because you do something stupid. But often those are just a couple parts in the entire game. CoD4 didn't give me any trouble except for a couple parts and the stupid Mile High Club. None of the Halos on Legendary are hard, and even with ASO (except Blind) they're really not that difficult. None of the other Call of Duty games gave me much trouble on Veteran. Both Mass Effects were easy on the highest difficulty; In ME1 all you had to do was stay back a ways and use the sniper, and because you had infinite ammo you could take all the time you wanted. ME2 was a bit tougher, but the ability to spam things like Incinerate, AI hacking, or Overload made it just a matter of whittling down your enemy's health bit by bit. I ran in to trouble twice in that game, both times against the Praetorians. Even those were really just a matter of circling around them and, again, whittling their health down. Before Horizon I had to keep track of what I was doing and how I was doing it. After it, my team was so buffed up that I could essentially march in to a room, guns blazing, and come out on top. Never that difficult, really.

However, I'm convinced that most strategy games allow the computer to cheat on harder difficulties. It's been like that with every Civ game ever made; on harder difficulties they're possible to beat, but the computers always research so quickly it isn't funny; often the only way to beat them is through sheer military power, and even then it's questionable. Even more than that, Red Alert obviously allowed the computer to cheat; for every war factory they built they got an extra production queue, and they made things faster from the beginning. Couple that with a distinct lack of resources in most of those levels and the fact that, in skirmishes on the hardest difficulty, the computers would all gang up on you, and if you didn't put up a wall of defenses around your entire base at least three deep by the time they sent the first wave you were screwed. Now that was hard.

I had initially didn't think of the skulls in 2 because you have to find them, but in hindsight, not only is 2s Legendary FAR more hard than Reach's, but the skulls tend to be meaner as well, even though there is no "Restart Level" skull.

On a side note, FUCK the Jackal Snipers...

Any Ninja Gaiden game on the highest difficulty but especially NGII in my opinion. DMD on Devil May Cry 3, Hell or Hell and DMD on DMC4. Those are actually 2 different kinds of hard, as someone pointed out the enemy health/AIs are set to Son of Sparta levels rather than DMD so a good player can beat Hell Or Hell more easily than DMD in theory, DMD as Nero is piss easy (just like everything else with Nero) and with Dante is the level of cruelty I've come to expect from a DMC game. Interesting to note that these are BOTH very different feels from NGII Master Ninja, DMC always feels more measured and almost plodding compared to NGII's insanely manic gameplay, especially in the more claustrophobic areas fighting other ninjas. NGII was like a bloody martial arts movie on fast forward.

Demon's Souls doesn't really count since there is no adjustable difficulty.
I think it counts the game is hard and you cant make it any easier it's pretty much stuck on hard mode also in NG+ enemies are 40% harder and every NG+ after that increases by 8% more diffuculty until i believe NG+ number 7 so I do believe it counts

It's probably been mentioned somewhere on the last 7 pages, but I Wanna Be The Guy. It's also difficult on Normal, but its hardest difficulty removes every save point from an already hard game.

i just beat it a good 1 hour ago, and i would like my life back.
Oh, and Halo 3's Cortana.
I loved the campaign, but as soon as i got to that level, my dreams of soloing that mission were destroyed.

The S.t.a.l.k.e.r series is pretty difficult on normal, but on expert it WILL skullfuck you as soon as you leave the traders line of sight.

No, they take the same amount of abuse to kill that they do on normal, the only difference is they deal twice as much damage, and you deal half as much...

Honestly Fallout 3's difficulty just pisses me off. At least with Oblivion the reward is your skills go up faster... not so much here...

I was too scared to even start that, just because I'd be afraid of getting cheaply killed and having to play the last few hours over again, then completely forget about where I got cheaply killed, have it happen again, and repeat until either my sanity or the game disc is shattered.
This and the obvious "I Want To Be The Guy" on its hardest difficulty.

There are only two games that I have not finished because of the hard difficulty.
Ninja Gaiden for xbox, didn't even finish normal mode.
Shining Force 2 on hardest difficulty is just stupid, monsters hit very hard, have high armour and health AND have random turn-based movement (this allows them to sometimes attack after 1-2 unit moves rather than wait for all other units to move once), which blows most of my logical strategical thinking out the window.

Fallout NV on the max difficulty level. Especially because I cross the map in order to get a pump action shotgun. In between are: Swarms of FUCKIGNDSUHDSBHBHJBCAZADORS, Legionnairies, Ghouls, and of course, Deathclaws and Giant scorpions.

For a pump action shotgun, that's more than a bit much.

Also, Demon's Souls NG +6. My friend is legally insane for getting to +6. Every enemy does so much damage...

And, Sacred 2 and Two Worlds, why? Because fuck those games and their goddamn swarms.
