I've beaten Gouken on Hardest Difficulty in Arcade Mode. Once you catch on to his movement pattern, Seth becomes really easy. Dudes made of paper. Zangief is made of cement. Akuma is made of flaming paper. Gouken is made of flaming cement.

Interesting analogies. Seth actually isn't as bad as people think he is though. He's super frustrating until you realize he's really a two trick pony. Even on the hardest difficulty I could just spam red fireballs with akuma and beat him. He's soooo easy to cheese.

That said, I'm not sure I could unlock the gouken fight on the hardest difficulty but I won't doubt your claim. He's pretty well the anti-akuma for me, and I've been playing Akuma since Super Street Fighter 2: Turbo. It's hard to break tradition.

Due to my short attention span, the last boss of Star Ocean 4, he takes nearly an hour to kill including his first form which takes about 10 minutes, then a linear walkway where you ahve to be careful and avoid glowing crystals which can be hard to distingusih which put you into a difficult boss fight, then to the final boss himself who sports around 5 million health and has a habit of one shotting your party members if they happen to be standing in the wrong place eg, infront of him and with the AI of that game that's where they like to stand. I once lost halfway through the fight. >.>

King Allant from the game Demon's Souls was probably the hardest final boss I ever faced. and no, getting other people to come in and help you doesn't count as an option (even though you can do it without any consequences).
His long and super fast combos totally drained my character's stamina, those combined with his rush attacks and the explosion he can emit by hesitating for just long enough so you can run away, then smacking his sword into the ground made for a tough battle. He's my favourite final boss (next to dracula in Castlevania IV)

The Oxide Ride in Crash Bash was the hardest I fought, although at the time I was 8 years old.

I played that game so much that by the time I fought Nefarious I was floating above the ground and lightning was shooting from eyes. I was one with the zone and Dr. N never stood a chance. I actually find very little difficulty in games such as that.

Absolute Virtue in final fantasy XI
Probably the only boss ever to still be undefeated by anyone. I got no chance beating him.

He's been beat a few times. Because people have that absurd Haste belt.

Oh god, definitely Fable 2. Man, when the game said I needed to press the A button to win, my mouth was agape at how difficult the coming battle would be.
On a more serious note, General Raam on insane difficulty (no co-op).
