Vindictus, Allods, Lord of the Rings Online are the ones I'd recommend. Not sure about system requirements.

Guild Wars Trilogy is a great choice. It isn't free, but it certainly is cheap, and no monthly fees!

Extra Credit has recommended Dungeon Fighter Online. It's 2D, so I'm pretty sure it has low requirements.

All Points Bulletin is in an open beta, and will be free to play. You could try that.

http://deadfrontier.com/ is a pretty fun game.

Edit: Technically it is an RPG, but it isn't magic and swords and stuff, it's a survival horror MMORGP.

I hear Conan is free to play these days. I don't play MMO games. I tried a couple of free ones like, Silkroad and I tried my GF's WoW but I hate playing with other people. When I play them on my own, I just feel like I'm playing a hack-N-slash with RPG bits.

Never played Vindictus, but:
Allods - Is "free" WoW. Except that you have to buy stuff if you're going to take end-game seriously, and you'll probably spend more than a monthly sub to do so.
LotRO - Is only "free" if you're prepared to spend days grinding store points to buy access to the quest zones past L15-ish (of 65 some-odd levels).

This would be my recommendation. I'm having a lot of fun with it at the moment.

No, no it isn't. See comments on LotRO above. Oh yeah, and it's pretty much a party-only game. It is NOT solo friendly unless you've got several high level toons involved in raiding already and can gear up a specially designed twinked-out solo alt.

From what i rmemeber runes of Magic is pretty fun and the class system is interesting.
Class system is interesting, but the game is grindier than a flourmill in harvest season. And it has the obligatory item store that you almost have to use for end-game.

Echo Bazaar. As seen on Extra Credits [http://www.escapistmagazine.com/videos/view/extra-credits/2633-Non-Combat-Gaming].

They also have an entire episode [http://www.escapistmagazine.com/videos/view/extra-credits/3080-Games-You-Might-Not-Have-Tried-or-Heard-Of] of precisely this.

Guild Wars is a great option. Not free to play per se, but no subs and very inexpensive. (You can get all 4 campaigns in the Complete Collection for about $40-$60 USD)

Lord of the Rings Online. You might want to shell out a few dollars to get a horse, but other then that there;s a lot of content for being free. The only other one I've played is Champions Online, but their free to play is seriously gimped. Way more then LotRO is.

I play Lord of the Rings Online for free.
You are able to get to about level 30-35 for completely Free and then there are dungeons which you can basically level up as high as possible.
After that I bought in game points (Turbine Points) for 17 Euros (1700 TP) and that has me now up to level 51 and I can still go on. The points worth to unlock the quests in the next area was 4 euros (400 points) and 6 euros (600 points) worth (I've bought 2 new questing areas) and that still left me with 7 euros (700 points) to spend on the account.
There are deeds in the game which are basically tasks. The easiest one is slayer-deed which only requires you to kill a certain amount of enemies and then you get these points for free in game. Often the first one is for example, kill 50 boars. When you do that you get 5TP, when that is done you get the advanced boar slaying deed which requires you to kill 100 boars and when that is done you get 10TP and the last part is to kill 150 of them and that gives you another 15TP. There are quests which require to kill boars so often you get the deeds done as you quest and by killing 300 boars you earned 30TP to use on your account. You get nothing for 30TP but I got up to 460TP from deeds and when the Lotro Store had a sale off on one of the quest areas so it only required 400TP (instead of the normal 750) to unlock I bought it and could continue to play. There are some restrictions to Free to Play characters but nothing that has yet given me any big trouble after I bought the gold cap removal (a F2P (Free 2 Play) character can only have max 2gold unless you buy the gold cap removal which you buy with TP)
This might sound complicated but if you start playing you'll very soon notice how this all works and by putting 17 euros on the game I expanded my playing capability with A LOT and they are trying to expan the F2P section all the time. When I started the F2P areas only went to level 20 but they've opened ares up to level 30-35 after that (you had to buy this areas quests with TP when I started playing).

If your laptop can barely play runescape you need a new laptop (although I haven't actually seen what they've done with their graphics in the 6 years since I stopped playing). Regardless, I would suggest All Points Bulletin. It's a 3rd person shooter MMO based in a GTA style world. You can choose to pick between being a cop or a criminal, and there is a combination of easy to join missions that occur in the same open world everyone is exploring and just doing various free roam side missions. I, for example like to do ram raids with my rastavan, where I ram a storefront or storage garage and put the loot that comes out in my van to sell to a fence. Cops can catch me doing this and acquisition the items and money I've stolen for cash rewards. There is some griefing, but the way the game is set up prevents it from being too severe, the worst that can happen is someone shoots the people you're mugging so you don't get anything.
