He's using a mix of quotes. I assume the "zzz" represents something akin to radio chatter. The first two are from guards. The third is from the adoring fan. The deer penis thing is from an Argonian in Leyawinn. Major Elder Scrolls geek here, even though Oblivion is one of my least favorites.
