Valve and Blizzard are the last 2 PC devs who know how to test and polish up their games.

*something could be a small but creative developer, like for example obsidian or triumph.

How about Insomniac and DICE? Insomniac could make kick-ass weapons and DICE could give it great multiplayer and destructible environments along with refined FPS controls.
