Ted. No real reference to anything, I just think it would be amusing to see people become afraid when they heard the word "Ted".

i can't be bothered to search to see if this has already been said but here it goes...

If evil had a name then i choose Jigsaw! OMG his traps are epic, the pain intense and overal, he gets pleasure from it. If that isn't evil then i don't know what is...

If evil had a name it would be Keith, simply because there have never been any evil characters through the history of the world named Keith that i know of at any rate. That way it would be able to go undetected and never be foiled!

Also oh look at him he is the living embodiment of Keith just wouldn't sound threatening until it was too late.

Also to be literal evil has a name its evil.... otherwise wouldn't life be even more confusing
I feel obligated to show this to you.

Isn't the mission there to help the normal Chadians against the rebels? So what you should be screaming is:

brokeNCY....wait.

You said 'evil', not 'Lovecraftian', huh?

Well, anyway, my favorite evil characters would be Carcer and Swing from "Night Watch" (yet another Pratchett fanboy here), if only for being very much 'normal' humans while doing truly horrific things.
I suppose Nobby isn't really evil, even if he has to carry a card that proves he's a member of the human race. But the Dwarven spirit from 'Thud!' might count.

How about that retard that runs the classification bureau in Australia? Or the guys at the top of the corporate chain for Blackwater Industries, the company that was providing all the non-military 'security solutions' for the US after the initial hoestilities in Iraq were over. You know, the company responsible for http://news.bbc.co.uk/2/hi/7033048.stm ?

Naw, it's gotta be Tweety.
