Well, I see I've been beaten to it twice in the "you would be in England" stakes.
So instead I will say that that would require the sudden shut down of evaporation and an atmosphere many times greater in volume than the one we currently have, or any number of changes that would fundamentally alter the ability of the world to sustain life. But then it wouldn't be the world IRL. Basically, there isn't enough water stored in ice & atmosphere to do that. Even if every drop of ice on the planet melted and flowed into the seas and then somehow the atmosphere went to 0% humidity and all water was present as liquid in the oceans it still wouldn't happen.
Look, I know it was a joke, but I still had to get that out there.
