I assume you're talking about the vanilla vampirism system in Oblivion. Well, unfortunately, the vanilla vampires (including you, the PC as a vampire) sucked. Don't see my point? Well, then explain to me why it makes any damn sense that a vampire should have to deliberately starve themselves to get stronger, only to be forced to feed on someone to avoid dying and then losing all of their abilities until they starve themselves again. JRPGs aren't "Real" RPGs in that instead of focusing on player-propelled character development, they are focused on pre-written (and often horrid) plot. Don't police officer NPCs in RPGs just tend to stand around to tell you off if you're trying to go somewhere that the story doesn't want you to go yet? Just because most Final Fantasy games are bad RPG's doesn't mean that all RPG's from Japan are bad.
