Is it right to give money to beggars?

I don't give money or food to beggars.
I think they should be offered food and water over money though, as they will eat drink it if they're really hungy, others may well just sell it to get their fix. With money it'll either go on booze or drugs.

There was once I gave money to a beggar, only about £2, I've never seen anyone run so fast into a Greggs before to buy a pasty. I've never seen him since though.
