Agreed, Neji actually had an interesting backstory and way of thinking (actually, I would've liked to know more about the Hyuuga clan). The Neji fight actually had some interesting bits and pieces, but did have a lot of blabber and it slowed down too often to be really great, which is a common thing with Naruto.
Same thing with Gaara, he just became a very boring hero while as a tragic villain he worked so well. You understood why his upbringing made him such an unbalanced person.
