There's an easier way around all of this.
Simply make a new account with an age above 18, download it using that account, and the files should be on your HDD for your main account to use.
That's what I did before I turned 17, and it worked every time.

I havent seen that much of the ESRB's rating system but they do seem a little biased against sex than violence, thats not exactly what id call reliable

btw why do you use red text?

I realize this, but the extra content is handled through Xbox Live, which IS a part of Microsoft, which means you have to do things their way and like it.

Surely you have a legal guardian of some sort? Why can't you ask them?

Also, while the system is a bit unfair, I believe it says on the game box that the bonus materials are all DLC. Didn't you take this into account when buying the game? After all, someone without an internet connection also wouldn't be able to access the material they paid for, but you don't see many people complaining about that.

The ESRB is a free organization (that means ESRB's is not the same as American's),they don't force their rating on games the system is entirely voluntary,if someone doesn't want the ESRB to rate their games then they don't have to (thus RP rating)and there are no actually penalty for that.

If you don't like it,well that's fine,but if you ask me,i rather have people who play games to rate games for my children rather than greyhair politicians who're old enough to be my grandparent to do it

According to the ESRB inFamous was rated T for Blood, Drug Refrences, Language, Suggestive Themes, and violence, while Prototype was rated M for Blood and gore, intense violence, and strong language. The language in both of them were the same according to their droid app. And they bother to point out that in prototype you can consume people by absorbing them into you, but they don't mention you can do that in inFamous(its called bioleech instead). They mention that prototype has scenes of crows eating dead bodies, while inFamous has a scene where the police open fire on innocent civilians trying to escape the horrors in the city, i don't know bout you but the second seems way worse. Also as they said in inFamous Sasha is a naked chick covered in tar talking about how she had sex with someone, I can't remember who but I haven't played in about a year. To me inFamous is a a lot worse but I guess the ESRB knows best, even if they don't actually play the games. Yes I am serious, which seems incredibly ridiculous as anything will seem a lot more horrible, violent, and vulgar if you don't actually experience the entire thing as opposed to just seeing the most violent, vulgar and inappropriate parts.

TL;DR the ESRB doesn't actually play games, look it up.

OT: No that isn't fair, it should be determined by whoever rates video games in your country, that would be as random as me, an American citizen, having to abide by the laws in England, when I'm not even in England.
