Some people often say 'I don't notice the difference' but I have on numerous occasions had situations where some lone juggernaught players have been near unkillable despite being riddled with shots from various weapons (especially if used in conjunction with cover and camping tactics, those bastards are pretty much unmovable), either these people are the legendary sons of Odin himself or we have a bit of a balance issue (one time I remember being in a private free for all match and a lone player managed to massacre all of us with an M16, Juggernaught and Martyrdom, he could effectively kill us in one shot and on the few occasions we did take him down we often wouldn't live to get away with it).
The primary goal of a camper/power player is to make the game as easy as they can for themselves and as hard for everyone as is possible, this is like agreeing to play tennis with someone on the premise that they have to use an old, heavy worn out racket while you get a cutting edge, specially designed one...also they have to play with the sun in their eyes (strictly speaking there's no rule that forbids such circumstances from occuring but it's still pretty easy to see how it's not a fair contest).
I hate to ruin your party, but that player was using the perks he was good at to win. You describe him as killing you in one shot? Maybe he was cheating, but I rather like to think that is the haze of anger, and the moment there. He was using Juggernaut and you claim it made him untouchable? While that is untrue, it proves the point that he was the better player for using a perk to stay alive. I'm certain he wasn't unkillable, but required more shots than you are accustomed to needing to kill someone.
And it is a fair contest - Stopping Power gives you 140% Bullet Damage, and Juggernaut gives you 140% Bullet Resistance. He is using a perk that lets him stay alive, instead of one to make it easier to kill. That is how the perk system works. You could be using his perk, and he could be using yours, but the result would be the same.
In your analogy you say that they make it hard for the enemy and easy for them. Well.... duh? Are you saying you like to make it nice and easy for the enemy, strolling out absent mindedly, and make it nice and difficult for yourself, maybe using a Skorpion with Double Tap and never really aiming.
Of course they want to make the game harder for others and easier for themselves. In the same way snipers will put down claymores to make the game harder for others, and get up high to make their lives easier.
Maybe you were lagging - maybe this player had a great connection. Maybe he was cheating. But I think that he was just the better and more talented player for dominating your entire team, using tools available to everyone.
