This anime was my childhood. I was always laughing when watching this, and still laughing when I went back to it several years later.

I remember liking One Piece too, but I don't remember how goofy the earlier seasons are, it's been too long and I never watched a lot of it.

Lucky Star and Azumanga Diaoh are good ones too.

or Cromartie Highschool if you're into not knowing what is going on at all. Ever.

A girl commits suicide after she gets involved with another teacher, and the way it handled that teacher/student relationship was a bit messed up. Didn't a girl also get kidnapped and almost raped near the end of the season?

GTO is a great show. It's just not a good choice for a kid's first anime.

The show is a harem anime of which stuff like that is par for the course and not something I'd recommend for his sister.

OT: You're going to have to give a bit more information than "She seems to like goofy comedy stuff". General age group of stuff she likes and other movies(not necessarily anime) she likes would also help give better answers. Other than that I'm just going to have to second some stuff like School Rumble, GTO, Cromartie Highschool(might be too old styled), Azumanga Diaoh, Pani Poni Dash, Shin-Chan and Ouran High School Host Club.

There's Gintama which is pretty much 'Random Goofy Comedy: The Anime', its got arcs (both serious and comedic) and an underlying story but a large chunk of it is based on hilarious single episode stories and such.

I've got to admit it really has a tendency to deliver below the belt jokes and the creators love to see how much they can sneak past censorship (seeing as how the series aired during a kids timeslot or whatever there) and the serious arcs can get bloody, but if you think she can handle it, then give it a go. The first 10 episodes are a bit of a slog though, tons of gradual improvement after that though.

Harry Potter and Star Wars, in my opinion at least. There are tons of those kind s of stories in every fandom.
Harry Potter I can understand (and fear), but Star Wars? Is this some kind of expanded universe stuff I've managed to avoid so far?

Wolf's Rain has a wicked fusion of Fantasy and dystopian fairy tail story telling. It is heavy but I think it's great, just for a change of pace.

Oh Mezzo DSA makes me laugh. I endorse Excel Saga too.

It's a magical girl anime with a really neat twist. It is much better than it sounds too, I recommend it to everyone.

Though my initial question is how old your sister is?
I'll admit that I can only be so much help because I like Psychological and Drama animes more than any other. Maybe try Welcome to the NHK? It's free on Netflix and it has comedic aspects to it.

Otherwise Princess Tutu all the way.

I don't like how they toned down the violence for the anime, anime is good but I still prefer the manga version much more.
On topic: Lucky Star is decent choice, It does have a few things that a kid might not understand but all and all it's pretty family friendly.

Also, it's ripe for sexual analogies involving "sabers" and "blasters." At least, I hope the fanfiction writers are making use of those, seems like wasted potential otherwise. I'd prefer not to check for myself, as I'd like to keep my childhood memories somewhat intact and free of incest.

I really hope the OP reads the description for Psycho Pass and Attack on Titan first.

OT:

My suggestion is Rosen Maiden. Yeah yeah "blah blah blah desu desu desu". It's actually kind of a fun premise:
(Animated Dolls + "Highlander" + exciting fights)*(PG jokes). It's also a good one to watch together because it also is about the relationship between a brother and a sister. The dolls come in all sorts of colors, sizes, and personalities. I would recommend it.

Most anime are targeted for guys.. and adults..hmm.. My first anime were Ghost in the Shell:SAC, Fullmetal Alchemist and FLCL.. but those aren't the best to start of with since their all geared towards adults ...most Studio Ghibli movies are decent, with little to no sexual things in them like most anime...Bobobo-bo Bo-bobo is funny and complete nonsense.. Lucky Star is funny and random... it's hard to recommend anime that's funny with out being perverted like most are.. Haruhi Suzumiya anime is funny at times, but it has some pervertedness in it... Azumanga Daioh is a funny slice of life comedy.. most anime is for teens and adults in japan.. even stuff for kids in japan has adult stuff in it most of the time..

the best i can recommend is Azumanga Daioh, Lucky Star, Bobobo-bo Bo-bobo, K-on, and almost any movie from Studio Ghibli.. those are the only comedy anime i can name that aren't perverted..

there might be more but i don't know of any.. of she doesn't mind a bit of occasional pervertedness.. School Rumble is also really funny... oh ans someone here recommended Haganai.. avoid it.. it's really funny and good, but it's also one of the most perverted anime i've ever seen.. full nudity ( of both adult and underaged characters), constant breast jokes, and lots of sex jokes in general.. if you don't care that your sister sees all that stuff yeah it's good, other wise avoid it.

Despite my usual harping of Macross... Robotech got a whole generation into Anime and was technically cut together as a kids show... it was one of my first Anime's and I first watched it when I was 11.

Yeah Robotech got me into it as a kid too, but Macross is far superior.

However since OP said something not so dated... Macross Frontier should actually work very well. There's plenty of important female roles, a big focus on song and singer idols, as well as the mech combat and stuff. It's a mech series that caters to both guys and girls.

Vandread might also fit her because it's so goofy, when we're talking mecha, or even Heroic Age.

Not to mention Full Metal Panic: Fumoffu. The main series might be a bit too serious for her, but the comedy spinoff? Genius!

Oh and Rideback is awesome, and comes highly recommended. Even has a female lead, and it's not so combat focused.

More non-mecha suggestions:

Spice and Wolf is a drama with romance that is pretty universally acclaimed. (It's even got an 8/10 on IMDB).

As I mentioned earlier... Hayate the combat butler (Hayate no Gotoku) should fit her excellently. (And I did mention FLCL and Excel Saga *hint hint*)

Fushigi Yuugi is a historical/drama/adventure/comedy/romance/shoujo(genre for girls), a bit dated but very good.

Oh and Inuyasha, historical/fantasy/adventure/comedy/romance with exaggerated weapons, it's been described as "Dragonball Z for girls".

Jubei-chan is a quirky supernatural/samurai/comedy/shoujo series. With a girl who gains Yagyu Jubei's (exaggerated) samurai skill when she puts on a heart-shaped eyepatch.

Zoku Sayonara Zetsubou Sensei is a really whacky school comedy/parody/drama.

Oh and slightly non-serious suggestion: Afro-ken!
