I think personally that JP games shouldn't count. They take 4x the sylibles we do to say most things..

How about "I have no mouth but I must scream"? It's fairly old and I don't remember who produced it, but the name got stuck in my head.
It's noteable because it's just a statement, a single phrase, instead of "This Game: The Great Warrior - The Return" or something like that. =)
PS: By the way the shortest would be "Z" by Bitmap Brothers. Any other game that just has one letter for a name? I think there's a game called X but it has some sub titles iirc.
