I'd say that this is indeed the best launch lineup for both consoles that either has ever had.
But barely. We're talking about a handful of games people are actually excited about and then you just wade through even more fodder. I mean, numerically, the ps4 is 33 launch titles available within the first year and the XBO is 23. But let's be honest, all that really matters is the exclusive lineup comparison.

According to that, there only 5 exclusives per console that'll be around come launch day, and they aren't all that good. The other non-exclusive games ARE really great and do make this console launch very impressive, but just 5 games per console are different. Of those five, I'd say the XBO has Dead Rising 3 (which is unfortunately looking like it's following in the trend of several other #3 games in that it's temporarily divorcing itself from the things that made it as popular the first time) and Killer Instinct (an IP I recall enjoying on my SNES) while the ps3 has Killzone (the only legit FPS exclusive on the list) and Knack (what could be a good platformer). The rest are racing games or something like Ryse that has found itself squarely in the realm of ridicule (a game that plays itself).
I don't think either launch-day lineup is particularly strong. Combined with the multi-console titles and yeah, no one is going to be bored at launch. But neither exclusive lineup is good enough to tip the scale. I think dead rising 3 may be the most anticipated of those titles but I think Sony's titles appeal to a wider audience at the moment and even includes a new IP which I have to give them credit for.
Right now, it isn't the launch titles I care about, though Sony and Microsoft love to try and convince us that all the titles coming out within the first year are also launch titles. I do care about the exclusives in general. I'm not seeing a ton of titles I care about and some of the biggest names that would sell a console to me (like Titanfall) are also available on the pc so don't factor fully into my judgement but do still benefit the console. If I lay both console's exclusives up, side by side, I am leaning more towards the ps4 with 1886, inFamous, the more robust indie lineup and the ton of console exclusives in general (seriously, the XBO has something like 9 console exclusives while the PS4 has over 30).
On the other hand, the XBO has some titles I don't know much of anything about that may end up being really good. I've also always been a fan of Halo and Dead Rising so it's got that. The indie department still mostly sucks in my opinion.
So both systems have some really good games. I don't think anyone will be bored on either console. I just don't think the titles alone are enough to tip the scale.
