In theory yes, and true on larger maps, where you are isolated or away from the action it lets you know, but when a guy is firing out of a window in a room of friends and he gets scrambled he just doesn't turn around. You can fire unsilenced and kill as many enemies as you like, at close range/on maze-like maps Scrambler lets you destroy an enemy team if played right.
You've just got to make sure you don't advance slowly then barge in, because they shoot you. Run round the enemy a bit and make sure they can't find you, then either take a chance and play offensively, routing behind the guys looking for you, or play defensively and hope to God they don't discover what direction you're in. Scrambler is only just ahead of Steady Aim in terms of usefulness for me, and it nets me many, many kills. In one example a literal entire enemy team, six guys in single file, ran into my RPD Bling (RDS + Grip) and bcause of Scrambler not one of them noticed that they were under fire or that their team mates were dead. Sure, it lets the enemy know where you are and in Hardcore it's a setback, but when you've got a Harrier in the air and a Predator Missile in a Care Package it doesn't matter who knows where you are.
