Modern Warfare 3 Bans Depend on "Douchiness of the Offense"

If you had to ban CoD players for douche behavior, you would literally lose 9/10th's of the playerbase.

Is it too much for ask for the developer to do a rigorous job of making it impossible to cheat?

That's like asking if it's too much trouble to create a security system that is 100% hack proof.

Someone WILL find a way.

Dealing with cheating in a decent manner...
Dedicated servers for PC users
Loads using Steam

And yet this game could dispense handjobs, and the elitists will hate it because it's popular.

I can understand bans for cheating and hacking, but glitches are the game makers fault. Rather than ban people for them, fix them.
