well presuming you mean the people i think you mean i think the death guard are worse i mean alpha legion is just two twins leading them, death guard has a sadistic batman

I usually go with Majin Buu/Kid Buu for the ultimate villain argument. He was virtually indestructible, he could copy techniques by watching them and he could explode, destroy a planet, reform himself, teleport to another planet and then blow it up.

Andrew Ryan was a good villain I must admit, but Fontaine was the one that really made that game for me. I also liked Revolver/Liquid Ocelot.

Maleficent has appeared in popular media in the last 9 years I think (Kingdom Hearts), so does she count? She out villians anybody.
