Game stories are defined by great villains, murderous scumbags, savage ideaologists, obnoxious jerks, misguided leaders, corrupt politicians and various other kinds of baddie.
I have a great list of truly great video game villains like Andrew Ryan, Prophet Truth, GLaDOS, Saren, Roland Kane, the guys from COD4 etc.
However for every truly great menacing villain there are many villains that are just uninteresting and not very menacing. Such villains for me include Jack of Blades, ANY villain in Devil May Cry, and a few others. Sometimes the reason is just because you barely ever see these antagonists so you can't feel much of anything about them, like RAAM and Skorge in Gears of War. Other times they don't seem all that powerful like the villains in Devil May Cry. Sometimes they just feel like they are added for the sake of a villain.
So in your own opinion what is the most uninspired villain you've ever seen in a game?
