I think you're forgetting someone.

Reimu Hakurei's stated power is 'flight', which doesn't seem that ridiculous or even that outstanding in a world where everyone can fly already. However, she has the ability to fly away from reality, leaving her completely immune to any outside influence. Even if Yukari changes where the border of reality is, Reimu will continue to float outside it.

And this is how she is normally. She has to constantly hold herself down in reality in order to make her fights even close to fair.

Mmmm, true, but she's got a limit on that power, doesn't she? She can't do it indefinitely, if I remember it correctly. Yukari doesn't have any restraints like that, I believe.

Or maybe Reimu's just playing fair? Danmaku is just a game, after all.

Blood benders in first season of Korra. Now, I think that Amon is one of the greatest villains ever, but the blood bending power he and his family posses is just freaking insane. In Legend of Aang it was established that blood bending is an incredibly powerful variant of water bending that is possible to do only during the full moon, when a water bender is at his peak. Cue Legend of Korra and Yakone manages to blood bend an entire court room with hundreds of people including the AVATAR without even looking at them!

Bec Noire and Lord English from Homestuck I guess. The former killed an entire universe in moments (after he was done stabbing people to death) and the latter is a threat to reality itself and can even kill ghosts because of reasons.

And usually the avatar in any of the avatar shows. I know its kind of the point, but the Avatar state is basically the win button.

Tyranids don't have a digestive system. No, really, most tyranids are just spawned for a single battle, and after they've won, they throw themselves into acid pools and get reabsorbed by the Hive Fleet that spawned them.

That's specifically rippers and other late invasion consumption organisms. The regular combat beasties remain active for long periods during an invasion (assuming resistance of course), and therefore do consume their prey for sustenance. This goers double for scout organisms like Genestealers and Lictors.

To be fair, OP wanted " characters or powers that just seem well.... broken", and I'd say Draigo's fluff counts.

Does fanon really count though? CREEEEEEED! was the fans taking a pretty good tabletop ability, and running with it to hilariously ridiculous extremes.

Yeah Jojo's Bizarre Adventure Part 5 had a few headscratcher stand powers, I had no fucking idea how King Crimson or Gold Experience requiem worked the first time I read it, GER is still a headscratcher for me to be entirely honest.
Hmm and most OP? Well Im going to say Doctor Manhattan from Watchmen, that guy can literally do anything, we're just lucky that he doesnt

I'm going with my favorite power in the world. Gambit's bio-kinetic energy manipulation. Face it. When you power is the ability to turn every thing that's not living into a bomb, you're unstoppable. Not to mention when his powers mutated, he could turn himself into pure energy and traverse time.

Killer Queen's power is pretty similar to Gambit, hell it even works with people.

Killer Queen's abilities mostly involve explosions. Its primary bombs are actually booby traps; that is, anything touched by Killer Queen, no matter whether it's a doorknob, a coin, or even a human body, will be charged with explosive energy. When someone touches it, the energy will be conducted into them, creating an internal explosion that completely wipes out the target. On occasion, it will charge an object not to conduct explosive energy, but simply to explode when Kira finds the time to be right.

Dont forget Bite the Dust, his easily most broken power which also leads to some of my favourite ever Jojo chapters

Edit: Any Dragon from Warmachine/Hordes. Unless they're fighting another Dragon, they are literally unkillable.

I'm not even sure how much of this is actually comic book canon, but Professor X in the X-Men movies.

In addition to the fact that he can mind-control just about anyone, he can seemingly freeze time (as he did in X-Men 2) and with Cerebro he can quite literally kill every living thing on the planet with a thought.

Kira was easily the best JoJo villain. The final battle was great and that 'thing' that happened to Okuyasu is easily my higlight of the entire series.

Elder Scrolls games. The way the character can just freeze time and equip items/drink potions et cetera. It's not just a shitty ill-thought out game mechanic either, it's apparently part of the lore that allows the protagonists to do it. I mostly like Elder Scrolls lore, but that part is just so silly. And that argument doesn't work for Fallout 3 either.

To my knowledge there isn't much lore to support the mechanic beyond the basic metaphysics of the universe. In times of great change when the Elder Scrolls are at their most chaotic (The scrolls tell all that can or will ever have happend) a dragon break tends to occur and linear time is itself sundered. The first known example was when Alduin (The evil dragon in Skyrim) was sent through time by an Elder Scroll. During these events, there are many different entirely accurate stories about how a particular thing happened (or failed to happen). Functionally, this means that all possible scenarios of the monumental crisis actually played out simultaneously until, at some point, the crisis is resolved. Thus you get a point where the dragon break occurred and everything made sense, the point at which it ended and everything also makes sense (even if it doesn't) and a whole bit in between where everything that could have happened, well, happened.

One could thus interpret the Dragon Break as basically the actions of the player but this better relates to their ability to save and reload than stop time to eat a snack of quaff a potion.

It's psionic daemonic magic empowered into Lucius by a daemonic god-like entity.
The Chaos Gods can simply expend some of their energy to resurrect their champions if they choose.
Khorne resurrects Kharn every time he dies just because Kharn claims more skulls for the Skull Throne than any of Khorne's other champions and servants.
Slaanesh simply gave Lucius specific parameters that automate the process.
