Okay, look: Sparrow learned in the previous game that Reaver fed the population of Oakvale to a bunch of demons, and that he's been sacrificing villagers since then, and that he's responsible for transforming a peaceful village into an incredibly dangerous banshee-ridden swamp that kills just about everyone who stumbles in. He also repeatedly screwed Sparrow and the other Heroes over--Lucien probably wouldn't have caught them all if not for him--thereby nearly enabling the end of the world. Also, he shot that nice guy who invented the camera. Since Sparrow anticipated that at least one of her kids would grow up to be a Hero, you'd expect her to have included Reaver's name on a list of World-Class Assholes To Watch Out For, right?
But let's say, for the sake of argument, that she didn't. The next Hero has first-hand knowledge of Reaver's fondnesses for child labor and viciously murdering people who inconvenience him. Oh, and there was that time he tried to feed the new sovereign to a pit full of hobbes and balverines. You'd think, wouldn't you, that the new ruler would immediately demand Reaver's head on a plate, or at the very least, that he be imprisoned until the day after his next demonic sacrifice was due. You wouldn't think that Reaver would get to continually appear before the throne to request permission to keep being a dick, or that he would manage to land the construction contracts and claim all the credit for the new schools and orphanages and stuff even when the royal judgments don't go his way.
And yes, Hero of Skill or not, it is possible for a large enough force to capture him. Lucien did it in the last game, after all.
TL;DR: Reaver probably should've been dead at the end.
