Well, the thing about the AI is that unless you're just learning combos, you're basically only learning how to exploit the AI's flaws. A human player can and will change tactics based on how they're doing against you, they'll try to get into your head and make you do stupid things. This is assuming those 80% are winning more than half of their matches by just picking Ken and spamming fireballs. i mean they have tight control over their game. Most other games don't (months after release). Pro-mods are abound for just about every competitive PC game with/without support from the Dev who made the game. There are a lot of ways to "balance" badly - to use an example from the original article, Cable > Wolverine because of one overpowered move. Nerf that move and Cable < Wolverine. To make them actually equal, you need to change a lot of numbers on one of the characters. And that's just one matchup!
Proper balance is not found by tinkering with numbers. It's found by having solid universal options for offense and defense.
