Actually, Asia sounds like a cool area to have a Fallout game in. I mean, the war was supposed to have been with China, so going through Beijing could be cool.
But er... That's not too likely. A nuked Asian city would raise way too many similarities with Nagasaki and Hiroshima... In Japan, the Fat Man rocket is called a Nuka Launcher and the Power Of The Atom mission is completely omitted.
But moving swiftly on, Moscow. Gold absorbs radiation, so the onion spires of the Kremlin would be soaked in Rads and Ghoul-infested. Blizzards of snow occasionally would be a cool touch, and you could replace the other Fallout games' 50's nostalgia and "world of the future" theme for a Command and Conquer: Red Alert-style dark parody of the Communist era.
London would also be amazing. A Sixties feel, with Beatles on the radio and tattered and fading Ban The Bomb signs fluttering in the wind... The Tower Of London would be the perfect Raider stronghold. And you could blow up Parliament like in V For Vendetta in a side quest!
Plus, you could do the intro movie on a coffee break: Just take Fallout 3's one and swap the bus for a red double-decker and the Washington Monument for Big Ben with all the glass faces blown out!
