i just joined the dark brotherhood, and ocheeva welcomed me to the sanctuary as usual, then she ran off and killed a fellow DB member, i dont know the name, but it is a female elf archer
will this affect my game significantly at all?
EDIT: also its on PC with the OOO mod and some minor mods
She's not a major factor in anything. The game makes it so that quest-important people are immortal, with the few exceptions being some non-Guild/Main quest related people in Farmstead quests.

The game should still play fine tho as you don't need the female elf archer to start or finish any quests.

I think at most all that will happen is she might won't be there to give you advice on assignments in the future. But that's not really a big deal. Most are common sense/easily looked up on the internet.

That's most likely it. But it still probably won't be a game-breaker as you don't need her for anything else.
Just watch out for other "glitches" in the future.
Something very similar happened to me, but not right away. I was like, 2 quests in to the DB storyline and all of the sudden the big orc guy with the battle axe started beating the shit out of Talendril (or whatever her name is, the elf woman). It didn't stop me from completing anything in the DB questline. I haven't finished the main quest yet so I can't say for sure that it won't cause any other problems, but given the spoilers mentioned above, I'd guess it's probably not an issue.
I think the problem comes from the fact that that elf occasionally exits the area and disguises as a villager as part of her schedule, maybe she got switched to another faction and it didn't switch back when she entered the sanctuary. That happened on my first playthrough, but shes not required for any quest so you will be alright.

What about the quest where you wipe out the brotherhood? I can see the OP standing there, looking around, thinking "Now where the fuck is that stupid elf" while the questmarker leads you to her corpse and finishing the game without console commands is impossible.
Weird though, I must have played Oblivion for more than 1000 hours and something like that happened to me once. Maybe you are just really unlucky OP.

OP, take it from this man, you should be fine. He's played it for 4000 hours, for christs sake.
(Btw, do you think thats a world record? 4000 hours? I know a lot of players reached 1000 hours but I cant say I have ever heard anyone who played it for quite that long)

It shouldn't be a problem. However, since you're playing it on PC you can easily work around the troublesome AI and the problems it may cause later by using the console commands.
I recommend 'resurrect ' if you need to talk to her, although the game will still consider her dead. Failing that you will need to skip to a specific quest stage by using 'setstage '.
