Until the Civil War erupted. As many have said, Rapture was a free market governed largely by supply and demand. As the crime rate and attacks rose, people would've started wanting slightly more defensive plasmids. So your ones that had basic everyday uses, such as the electric jump-start and the incendiary plasmid, start getting ramped up to defend people. This would also be the time plasmids such as the Big Daddy lure and the security alert would have started showing up. Now, the criminals and rebels would be needing slightly stronger plasmids to combat those new defensive plasmids, so Insect Swarm and others would be coming out. Again, it would come back to supply and demand. As things started heating up, people would've spent more money on the defensive/offensive plasmids then on the cosmetic plasmids.
