It's essentially Obsidian's Alpha Protocol dialogue system, but not as confusing. Genuinely important decisions tend to be unambiguous.

Radiant quests exist to give the player random, completely unimportant content to do on the side. It prevents the game running out of content completely and leaving the player with an empty world. Both New Vegas and Fallout 3 suffer from this. It's not a great concept, but it serves a purpose.

Completely untrue. Every single SPECIAL stat affects gameplay. Charisma and intelligence are especially important.

Not really true. Fallout 4 is a cover shooter to a large degree. The AI tends to take cover constantly, and leaning around corners to shoot is a key mechanic. It's like a poor man's (Crytek) Far Cry.
