Maybe it was some art designer trying to find cute little animals for there logo and found pedobear and didn't know what it really ment and thought it would be a good idea to use him.

Reread plz. This isn't the real design; some newspaper used Google Image Search to get a quick picture of the mascots for their article without paying royalties... it seems they weren't paying attention either.
