An open-world third-person looter set in the modern day in a city roughly the size of GTA IV-era Liberty City. But because I'm sick of New York, let's make the city something akin to San Francisco. I like the aesthetic of San Francisco. Anyway, your thief is capable of entering every room of every floor of every building in the game - they can even traverse the underground sewer and rail systems - and has a keen eye for valuables they can pawn off to a fence.

In terms of weaponry, you'd be very limited, as your thief prefers not to let blood be on their hands. A knife, a silenced pistol, and some syringes of sedative are your main methods of dealing with those unfortunate enough to want to spoil your fun. You'd also have a wide variety of tools to help you in getting around obstacles in the environment and puzzle solving.

Hm, story, story... Your thief finds themself caught up in a government conspiracy to turn the entire city from a relatively free, peaceful place, into a heavily monitored totalitarian state. With the sheer amount of security the government wants to put in place, you find your way of life threatened - criminal as it may be - and set out to put an end to them. You go to a number of locations that hold incriminating data on your enemies, steal that, as well as a bunch of other stuff, and help a rogue government agent to bring the bastards down.

Yes, that'll do. Also, something about parkour to get around. And a BMX. Yeah.

It seems to me that you might want to try out LOVE. It's not exactly how you described it, but it sure is different from most games. It's free this weekend, so you can try it. Also, it's an MMO or just MO.

You should check out Space Rangers 2 and Pirates of the Carribeans/Age of Pirates. They are quite similar to your imagination.

a decent fps mode and you can go third person like in fallout 3 but its like in dead space but with the added cover system of gears of war with assassins creed 2 and infamous climbing. aslo a big open sandbox world with vehicles like in the halo series. (<-- I write like a child T_T but you get the idea)

It sucks. You can never count on your allies being allies for more than half an hour, because everyone will tell you to attack your ally. Which you won't, because you just spent half an hour paying them off and whatnot to make them your ally. So everyone gets pissy at you and attacks you.

Which is fine, until they start telling you to attack someone you're actually attacking. And your ally tells you to attack the person you're not. So your ally becomes your enemy, your enemies become your allies, and that one poor guy you're beating the snot out of dies. Leaving you with one enemy (usually your next door neighbor, I've found) and a bunch of allies.
I've found that it's easier to keep your allies when you pit them against one another and pay for their war expenses. Works real well as the TEC.
Wait a sec.. how do you pit them against one another?
Select one of their worlds and your interface will have an option to direct an attack or defensive planet (can only be used on your planets or against someone that they're at war). If your relations are high enough with the AI, an attack will be launched against said planet until either A) their fleet is destroyed or B) the planet's been burned. Note that they don't always send a colony frigate there, so you can just pick up that planet once they're done.

Edit: If you have the Diplomacy Xpac, this is MUCH easier.

Fatal Frame, the first one, but you move slower and your camera only stuns them for 3 seconds, you have to escape their clutches. That would be INTENSE.

Persona 3, everything thing about that game is brilliant; plus, I can really identify with the main character.

Pretty much Tales of Symphonia. It's my all time favorite game and I can't really think of any criticism for it. There isn't any other game that is perfect for me, and there may never be, especially if it was designed to fit my idea of perfection.

If Bethesda, Lionhead, and Bioware came together using their specific talents to make the best RPG game ever. TES as the template (I like its lore better), and its openworldness. Fable's life, and Bioware's story and personal character progression (ie who they are)

Also a super advanced Dynasty Warriors Empires game that can only be described as a Role-Playing Turn Based Real Time Strategy Hack and Slash Game, or RPTBRTSHnSG for short.

That is just way too much win for a single game. Sorry.

For me, a near perfect game would be a weird hybrid of GTA 4 and Oblivion, minus the bowling obsessed cousins and vampiric diseases.

4 person split screen co-op with crazy insane guns like completely balls to the wall and one of them would be lever action. and there would be the ability to jump really high and there would be zombies

yeah, Dead Rising is pretty fun. But I didn't really like the camera concept too much but still an alright game.
