The guys on the bottom look more like a joke, but it could just be cause they are in formation like that. No police force should ever be put on military like parades, it never looks good. Who thought it would be a great idea to have the segway patrol on parade needs to be shot!
As for the top... I question the actual function-ability of that armour. It looks WAY to ridged to allow for good mobility on the battle field. Unless it is made of lighter, and less protective, materials it probably is quite heavy too. Considering they are a police force I wouldn't be surprised if it is only light materials designed mostly to stop fists or bottles instead of bullets.
