I'd argue that's a proble with the impleentation ore than the concept. If there aren't enough players per region, then they should have consolidated some of them to create bigger playerbases, or failing that, perhaps try marketing the game better.

Chandelure is mediocre at best. It has a very good special attack, but its' low speed and defences cripple it against anyone who knows what they're doing, and if they manage to get a stealth roc out, you might as well consider it dead already. You might be able to use it as a revenge killer with a choice scarf, but one kill before dying is about the best you can hope for.
Hydreigon is indeed awesome. His special attack nearly matches Chandelure's, with much better speed as well as a respectable attac stat allowing it to take advantage of physical attacks as well, such as superpower. It is not, however, the best. It is difficult to counter, true, but it has a waekness to one of the most common attack types, fighting, and it can be easy to revenge kill if your opponent happens to know that your favourite type is dragon, that more than half of your pokemon are dragons and thus specially breeds a Jolteon with an ice hidden power to completely sweep you.
Not that that's happened to me or anything.
I'd say that hydreigon is my second favourite; the first is Garchomp.
Garchomp has stab on both Outrage and Earthquake, which gives him extremely good neutral coverage at least. His speed is extremely good, his attack is ridiculous, his ability gives him evasion if you get a sandstorm (which, if you happen to use a Tyranitar, is going to be often) and he can learn both swords dance and dragon dance to boost hiself if you get a free turn, after which hell be nigh unstoppable.
There's a reason Smogon had him in the Uber tier.

There are some pieces of art that are universally considered bad. See Birdemic, The Room, anos: The Hands of Fate, A Serbian Film, and so on. If every opinion on a certain work is the same, is it still subjective? If there isn't a single person espousing it as good (as opposed to 'so bad it's good), then is it still subjective at all?
