Can't say for sure how accurate that picture is though.
the higher your quantity of muscle the more likely you are going to look half way decent at a higher body fat percentage but as far as health goes you shouldn't use that as an excuse to let yourself go and should still be aiming for a lower body fat percentage.
as a general rule if you are on the lower end of the scale it's fairly safe to assume that you have some muscle mass from not sitting on your ass all day and if you are on the upper end you prolly do fuck all in the way of exercise. obviously that excludes the super skinny but seriously fuck those guys they don't have to worry about being fat!!
