Friggin' love that game, she did a great job.
I'd say Tara Strong simply for the range of different voices I've heard her use (Timmy from Fairly Odd Parents, Paz Ortega in MGS: Peace Walker, and of course Twilight Sparkle from MLP).
Never been much of a fan of Jennifer Hale. She often seems a bit too monotone to me. I prefer Tara Strong.

I'd nominate her. She never fails to inject her characters with enthusiasm for what they're doing, no matter what that is. She's been type cast as the anti-hero character, because no one likes a boring, grim, sullen anti-hero, but she does have a decent range.

Any voice actress in Persona 4. Seriously, they are all spectacular.
But my all-time favorite actress in the game would have to be Amanda Winn Lee who plays Yukiko.

I actually looked this up a while back when I heard her voice in a cameo role in Gravity Falls (The shopkeeper at the start of Summerween) and thought "hey, she sounds familiar").
I was actually fairly suprised that some of these were the same person which is a damn good quality in a voice actor. Jeanette sounds nothing like Mandy and nothing like Azula for example.

I bias to say Tara Strong.
Even when excluding her role as Twlight Sparkle, she voices some of my favourite characters like Raven (Teen Ttians), Timmy Turner (Fairy Odd Parent), Sari (Transformers Animated), Bubble (Powerpuff Girls) and Batgirl (Batman: TAS) and I haven't mention her role in video games.

I was thinking Hale for Mass Effect, but chose Strong for... doing pretty much every other female voice I enjoy.
