But seriously, no, i dont pay attention to people writing only in caps, its like if your having a discussion and someone starts to yell at the other one, it's an auto-win for the other part as the one screaming is a douchebag.

Yes, but an entire sentence in caps gets annoying. If you want to emphasize a word caps is an easy way to do it.

Yes upper case letters do, in fact, attract more attention. I don't know the exact science of it, but usually letters in upper case catch your eye much easier. It is the same reason advertisers tend to use bright colors, because it catches your eye. Learned that in a graphic arts class back in high school.
